Abstract: The objective of this study was to evaluate water productivity of alfalfa (Medicago sativa) under centre pivot irrigation system. The experimental works were conducted at three centre pivot irrigation projects (Indian, Arab Authority for Agricultural Investment and Development (AAAID) and Sedonix projects) located at Khartoum State during the period from April 2011 to April 2013. In each project, three irrigation systems were randomly selected for the study treatments. Crop water requirement was obtained using CROPWAT 8 computer model. The parameters (...) tested were Christiansen coefficient of uniformity (Cu%), distribution uniformity (Du%), Scheduling uniformity (Su) and Water productivity (kg/m3). SAS (statistical package) was used to analyze the data. The variations among means were checked by the least significant difference (LSD). The results showed that Cu%, Du%, Su and water productivity significantly affected by the management practices in different irrigated projects. Sedonix project gave the highest values of hydraulic characteristic (Cu 85%, Du 81% and Su 1.23) while AAAID project recorded the lowest values (Cu 74%, Du 70%, Su 1.43). Water productivity significantly increased in Sedonix project (0.45 kg/m3/cut) followed by Indian projects (0.38 kg/m3/cut) and AAAID which ranked the least (0.27 kg/m3/cut). It is concluded that for improvement water productivity; proper technical guidelines for system management, operation and scheduling should be followed. (shrink)

The evolution of Intelligent Tutoring System (ITS) is the result of the amount of research in the field of education and artificial intelligence in recent years. English is the third most common languages in the world and also is the internationally dominant in the telecommunications, science and trade, aviation, entertainment, radio and diplomatic language as most of the areas of work now taught in English. Therefore, the demand for learning English has increased. In this paper, we describe the design of (...) an Intelligent Tutoring System for teaching English language grammar to help students learn English grammar easily and smoothly. The system provides all topics of English grammar and generates a series of questions automatically for each topic for the students to solve. The system adapts with all the individual differences of students and begins gradually with students from easier to harder level. The intelligent tutoring system was given to a group of students of all age groups to try it and to see the impact of the system on students. This is a reply to de Sousa's 'Emotional Truth', in which he argues that emotions can be objective, as propositional truths are. I say that it is better to distinguish between truth and accuracy, and agree with de Sousa to the extent of arguing that emotions can be more or less accurate, that is, based on the facts as they are.

ويروم هذا الكتاب التفكير في قضايا النصّ القرآني، منطلقا في ذلك من افتحاص الفرضيات التي قامت عليها القراءات الاستشراقية، ومن خلال بيان حدودها المعرفية والمنهجية، والوقوف عند الأبعاد الأيديولوجية التي اختلطت فيها المساعي العلمية بالرهان التبشيري، والوعي العلمي باللاوعي الثقافي. ومن جهة أخرى يحاول هذا المؤلف التفكير في أشكال تلقي النص القرآني ضمن أفق الفكر العربي المعاصر، والوقوف عند أبرز المشاريع التي اتخذت من القرآن مركز اهتمامها، وتوسلت بأساليب الدرس الحديث في التعاطي معه تأويله.

Abstract: Lemons are an important fruit that have a wide range of uses and benefits, from culinary to health to household and beauty applications. Deep learning techniques have shown promising results in image classification tasks, including fruit quality detection. In this paper, we propose a convolutional neural network (CNN)-based approach for detecting the quality of lemons by analysing visual features such as colour and texture. The study aims to develop and train a deep learning model to classify lemons based on (...) their quality, evaluate the model's performance, compare it to traditional machine learning approaches, and identify key factors that affect the model's performance. The dataset used in the study consists of approximately 2533 images of lemons and an empty surface, divided into training, test, and validation data, and includes images of both good and bad quality lemons under different lighting conditions. The deep learning model achieved an accuracy of 99.74% on the test dataset and outperformed traditional machine learning approaches. The developed model has the potential to improve efficiency and accuracy in lemon quality control in the agriculture and food industry. (shrink)

Recently, due to the rapid progress of computer technology, researchers develop an effective computer program to enhance the achievement of the student in learning process, which is Intelligent Tutoring System (ITS). Science is important because it influences most aspects of everyday life, including food, energy, medicine, leisure activities and more. So learning science subject at school is very useful, but the students face some problem in learning it. So we designed an ITS system to help them understand this subject easily (...) and smoothly by analyzing it and explaining it in a systematic way. In this paper, we describe the design of an Intelligent Tutoring System for teaching science for grade seven to help students know the 7 characteristics for living things smoothly. The system provides all topics of living things and generates some questions for each topic and the students should answer these questions correctly to move to the next level. Abstract: Fruits are a rich source of energy, minerals and vitamins. They also contain fiber. There are many fruits types such as: Apple and pears, Citrus, Stone fruit, Tropical and exotic, Berries, Melons, Tomatoes and avocado. Classification of fruits can be used in many applications, whether industrial or in agriculture or services, for example, it can help the cashier in the hyper mall to determine the price and type of fruit and also may help some people to determining whether a (...) certain type of fruit meets their nutritional requirement. In this paper, machine learning based approach is presented for classifying and identifying 10 different fruit with a dataset that contains 6847 images use 4793 images for training, 1027 images for validation and 1027 images for testing. A deep learning technique that extensively applied to image recognition was used. We used 70% from image for training and 15% from image for validation 15% for testing. Our trained model achieved an accuracy of 100% on a held-out test set, demonstrating the feasibility of this approach. (shrink)

Abstract: Breast cancer is reported to be the most common cancer type among women worldwide and it is the second highest women fatality rate amongst all cancer types. Notwithstanding all the progresses made in prevention and early intervention, early prognosis and survival prediction rates are still not sufficient. In this paper, we propose an ANN model which outperforms all the previous supervised learning methods by reaching 99.57 in terms of accuracy in Wisconsin Breast Cancer dataset. Experimental results on Haberman’s Breast (...) Cancer Survival dataset show the superiority of proposed method by reaching 88.24 % in terms of accuracy. The results are the best reported ones obtained from Artificial Neural Network using JNN environment without any preprocessing of the dataset. (shrink)

In this paper, we designed and developed an intelligent tutoring system for teaching Photoshop. We designed the lessons, examples, and questions in a way to teach and evaluate student understanding of the material. Through the feedback provided by this tool, you can assess the student's understanding of the material, where there is a minimum overshoot questions stages, and if the student does not pass the level of questions he is asked to return the lesson and read it again. Eventually this (...) administration is a special teacher for the students and can continue with him until he fully understands the lesson without weariness or boredom, regardless of the level of student. Does martial arts practice contribute to psychological well-being in professional martial artists? If so, what are the specific ways that martial arts practice accomplishes this? It has been a long-standing and widely held belief that martial arts practice can contribute to psychological well-being, however, there has been a lack of empirical research in the psychological literature focused on investigating the details of this hypothesis. The purpose of this research is therefore to investigate the impact of a paradigmatic martial arts practice—shadowboxing—on (...) the psychological well-being of professional martial artists. In this article I present the results from an original empirical study on professional Muay Thai practitioners (n = 14) that reveals how a martial arts practice (shadowboxing) contributes to their overall psychological well-being by contributing to their positive emotions, engagement, relationships, meaning, and accomplishment. I present general results for how shadowboxing contributes to the psychological well-being of these professional martial artists overall, as well as more specific results for how shadowboxing contributes to the psychological well-being of these professional martial artists based on factors such as their gender, fight experience, and training location. This article also provides qualitative first-person reports from professional Muay Thai practitioners (n = 14) about their use of visualization and mental imagery and their experience of flow while shadowboxing, offering unique insight into the minds of professional martial artists as they are actively engaged in their craft. Finally, this article discusses the value and limitations of the present study and outlines suggestions for future research. (shrink)

Abstract: Classifying sea animals is an important problem in marine biology and ecology as it enables the accurate identification and monitoring of species populations, which is crucial for understanding and protecting marine ecosystems. This paper addresses the problem of classifying 19 different sea animals using convolutional neural networks (CNNs). The proposed solution is to use a pretrained MobileNetV2 model, which is a lightweight and efficient CNN architecture, and fine-tune it on a dataset of sea animals. The results of the study (...) show that the fine-tuned MobileNetV2 model is able to achieve an accuracy of 85% on the classification task, which is competitive with the state-of-the-art methods. Additionally, the study also found that data augmentation and regularization techniques such as dropout were important for preventing overfitting and improving the performance of the model. This study demonstrates the potential of using pretrained models and efficient CNN architectures for classifying sea animals, and it provides insights into the challenges and best practices for solving this important problem in marine biology and ecology. Politics abounds with bad language: lying and bullshitting, grandstanding and virtue signaling, code words and dogwhistles, and more. But why is there so much bad language in politics? And what, if anything, can we do about it? In this paper I show how these two questions are connected. Politics is full of bad language because existing social and political institutions are structured in such a way that the production of bad language becomes rational. In principle, by modifying these institutions we (...) can reduce the prevalence of bad language. However, as I show, such practical efforts are fraught with difficulties. After first outlining an account of bad language (Section 1), I examine the rationality of three different types of bad language: inaccurate language, insincere language, and unclear language (Section 2). Next, I discuss the possibility of implementing institutional reforms to improve the quality of political discourse (Section 3). However, I then outline and discuss two serious complications for institutional reforms—namely, they create risk of abuse, and they could preclude instances of seemingly bad language that, in fact, are socially beneficial (Section 4). I conclude with some thoughts about how to pursue institutional reform in an appropriately circumspect manner (Section 5). (shrink)

Abstract: Background: Hair loss is often a concern for women, men and children. It is normal to lose between 50 and 100 hairs a day, without us noticing it. Usually hair loss is a sign of a medical condition, some of them are hereditary, and some of them are temporary due to disease, stress, cancer treatment, weight loss, and iron deficiency. Objectives: The main goal of this expert system is to obtain an appropriate diagnosis of the cause of hair loss. (...) Methods: In this paper, the proposed expert system that was produced is designed to assist the physician in diagnosing hair loss disease such as seborrhea, lichen planus, ringworm, alopecia areata, thyroid disease and male-pattern baldness. The proposed expert system presents an overview about hair loss diseases are given, the cause of diseases are outlined and the treatment of disease whenever possible is given out. Clips Expert System language was used for designing and implementing the proposed expert system. Results: The proposed hair loss diseases diagnosis expert system was evaluated by Medical students and they were satisfied with its performance. This is a reply to Luke Roelof's comments (2017) on my paper "A Dilemma for Russellian Monists about Consciousness" (2015). On both Russellian monism and dualism, experiences are distinct from neural-functional states and they are correlated with some neural-functional states and not others. The only difference between them concerns the status of the extra-logical principles linking experiences with their neural-functional correlates (e. g. increasing S1 firing rates results in increasing pain): Russellian monists hold that they are a priori and necessary, (...) while dualists say that they are a posteriori and contingent. How are we to decide between them? Roelofs suggests that Russellian monism is simpler than dualism. I argue against this. Both face the "T-shirt problem": both require a swarm of extra-logical principles linking brain states with experiences. The Russellian monist might engage in some unbridled speculation: they are somehow derivable from small set of more basic extra-logical principles ("principles of combination"), even if we cannot supply the details. But the dualist can do the same. The only difference is that the dualist will speculate that those more basic principles are contingent rather than necessary a priori. Given our limited evidence, there is no reason (and in particular no simplicity-based reason) to prefer the Russellian monist's speculations to the dualist's parallel speculations. (shrink)

Abstract: The aim behind analyzing Google Stock Prices dataset is to get a fair idea about the relationships between the multiple attributes a day might have, such as: the opening price for each day, the volume of trading for each day. With over a hundred thousand days of trading data, there are some patterns that can help in predicting the future prices. We proposed an Artificial Neural Network (ANN) model for predicting the closing prices for future days. The prediction is (...) based on these features (date, opening price, highest price, lowest price, volume), which were used as input variables and (closing price) as output variable for our ANN model. Our model was created, trained, and validated using data set in JNN environment, which its title is “Google-Stock-Prices”. The model evaluation showed that the ANN model is able to predict correctly 99.48% of the validation samples. (shrink)

The disease can develop in any part of the lungs and is usually caused by smoking or exposure to certain chemicals. The system provides an overview of the disease, its causes, symptoms, diagnosis, and treatment, along with relevant medical information. Results: The system was developed using the Clips expert system language and evaluated by medical professionals who found it to be an effective tool for diagnosing and treating lung cancer. Here I pose a challenge to realism about knowledge, the view that facts about knowledge are non-trivially mind-independent, adapting an evolutionary debunking argument from metaethics. In brief: Our beliefs about knowledge are the products of innate knowledge-representing capacities with a deep and well documented evolutionary history, and, crucially, this history indicates that such capacities are indifferent to whether there are any mind-independent facts about knowledge. Instead, knowledge-representing capacities are likely just a byproduct of processing limitations on primate cognition. This presents (...) an explanatory challenge for the knowledge realist—How is it, then, that we nonetheless happen to have many true beliefs about knowledge? I’ll argue that, without abandoning the non-naturalism that characterizes much of contemporary epistemology, realism struggles to provide a compelling answer. In contrast, evolutionary anti-realism, the view advocated for here, meets the explanatory challenge head-on. Facts about knowledge are grounded in facts about what our innate knowledge-representing capacities classify as knowledge, so it’s no surprise that we have many true beliefs about knowledge. While none of this shows that realism about knowledge is false, these considerations give us ceteris paribus reason to prefer an anti-realist approach. (shrink)

The objective of this study is to examine the role applied by transgression as a technique of subverting the common discourse of power in the field of identity re-formation. The study investigates the concept of power manipulated in Amis's Money to define the identity of the 'New Man'. Accordingly, the Foucauldian theory of power is taken as a framework of this study. The study reveals a conclusion in which the transgressive aspects of power are effectively utilized by Amis to re-define the identity of his protagonist in the novel. Although John Self-has finally lost his name and fortune, which are necessary demands to define one's self-in the patriarchal society, he finds his own new identity away from the materialistic norms of the common discourse. ]]>. In January 1975, Michel Foucault contemplated the nature and formation of what in subsequent years he would come to know as governmentality. For Foucault, plague marks the rise of the invention of positive technologies of power, where these relations center around inclusion, multiplication, and security, rather than exclusion, negation, and rejection. In a point that might at first seem ancillary to his central argument, Foucault comments on stylized works about plague, such as those, according to the lecture series’ editors, exemplified (...) by Albert Camus. In footnote fifteen of the January 15, 1975 lecture, in reference to what Foucault deemed the “literary dream of” plagues, the editors list Camus’ 1947 novel La Peste, among other works, as representative of what Foucault described as “a kind of orgiastic dream in which plague is the moment when individuals come apart and when the law is forgotten.”. This article places Camus’ novel and other works in conversation with Foucault on governmentality, subjectivation, and truth to demonstrate the ways in which individualism itself can be viewed biopolitically. In so doing, it offers an urgent intervention that speaks powerfully to and is exemplified by the current global pandemic. Plague serves both as this literary dream and as a discursive mechanism engaged simultaneously with regimes of truth and the individuals constructing them. By pairing Foucault’s historical understanding of the invention of positive technologies of power with Camus’ treatment of “the absurd” in and out of the plague context, one uncovers the interrelation of governmentality, subjectivation, and truth. A. W. F. Edwards famously named “Lewontin’s fallacy” after Richard Lewontin, the geneticist who showed that most human genetic diversity can be found within any given racialized group. “Lewontin’s fallacy” is the assumption that uncorrelated genetic data would be sufficient to classify genotypes into conventional “racial” groups. In this chapter, I argue that Lewontin does not commit the fallacy named after him, and that it is not a genuine fallacy. Furthermore, I argue that when Edwards assumes that stable classification is (...) all it takes to vindicate racial naturalism, he commits a fallacy of his own: Edwards’ fallacy. The ability to create a classificatory system, and then reliably sort things within that system, is not enough to make that system scientifically respectable. I show that Edwards’ fallacy is rife in debates about the existence of human biological races. (shrink)

The proposed expert system presents an overview of Bean diseases are given, the cause of diseases outlined and the treatment of disease whenever possible is given out. CLIPS Expert System language was used for designing and implementing the proposed expert system. Results: The proposed Bean diseases diagnosis expert system was evaluated by Agricultural experts and some friends interested in agriculture and they were satisfied with its performance. The study aims to identify the reality of management of electronic documents and electronic archiving retirement in the Palestinian Pension Agency -analytical study, as well as to recognize the reality of the current document management system in the Palestinian Pension Agency. The study found the following results: that the reality of the current system for the management of documents in the agency is weak and suffers from many jams. Employee in the agency understand the importance and benefits of the management (...) of electronic documents system, where the application of electronic document management system provide important features and benefits most of which reduce the loss of documents between departments, illustrates the flow path, the speed, accuracy, transparency, and reduce the proportion of damage and destruction of files. Furthermore, the electronic documents system cost will be less than the cost of the current system and it will reduce the tasks assigned for the staff. The existence of a clear adoption of the agency for the policies and procedures established for the application of electronic documents management system. There are weak plans for training and developing of staff in the agency to raise their efficiency. The study found a set of recommendations, including: increased interest and awareness of the need to implement policies, mechanisms, and procedures to ensure the success of electronic document management system through benefiting from the experiences of other organizations and the private sector. The agency need to increase and develop its services for retirees in order to encourage the private sector, universities, and institutions to join the agency, and open the way for all segments of society in Gaza and West Bank and enhance its competitiveness between international social security institutions. The need to focus its attention on developing and publishing appropriate clear plans and specific goals about management of electronic documents and the agency should be committed to apply them. The need to focus on the establishment of a public management of archiving in the structure dealing with all technical operations and having competent and qualified employees in the field of electronic document management. The need to focus on the Palestinian National Archives and the follow-up with the international standards by the International Council Archives (ICA). (shrink)

Abstract: Purpose - This study aimed to analyze the relationship between the determinants of organizational justice and their relationship to conscientious behavior from the point of view of officers working in the Palestinian police in Gaza Strip. Methodology - The study relied on the descriptive and analytical approach, using the questionnaire, targeting a stratified random sample of (400) officers, who hold the rank of captain and above, from the study population of 1550 officers. Findings - The existence of a positive correlation between the determinants of organizational justice and the behavior of conscience, and the existence of organizational justice in general in a medium degree and the order of its determinants is as follows: fairness of dealings and to a large degree, followed by fairness of procedures and a medium degree, and finally distribution fairness was to a small degree, while the behavior of conscience awareness came to a large extent. Significance - The existence of statistically significant differences between the respondents' averages of responding to the searched relationship due to the variables (type of administration, age group, job title, military rank, years of service). Recommendations - Work to take into account the fairness of distribution by providing adequate and fair salaries, granting bonuses for the additional efforts exerted, and budgeting in the distribution of duties and job burdens, as well as recommending attention to the interests of employees when making decisions and involving them in formulating them, explaining their justifications, and creating an organizational climate dominated by a sense of justice. Abstract: Rice is one of the most important staple crops in the world and serves as a staple food for more than half of the global population. It is a critical source of nutrition, providing carbohydrates, vitamins, and minerals to millions of people, particularly in Asia and Africa. This paper presents a study on using deep learning for the classification of different types of rice. The study focuses on five specific types of rice: Arborio, Basmati, Ipsala, Jasmine, and Karacadag. A (...) dataset of 75,000 images was collected and annotated, consisting of 15,000 images for each of the five types of rice. The deep learning system uses convolutional neural networks (CNNs) to classify images of rice grains based on their physical characteristics. The performance of the deep learning system was evaluated using metrics such as accuracy, precision, recall, and F1-score. The results show that the proposed deep learning system was able to achieve high accuracy in classifying the different types of rice, outperforming traditional image processing techniques. This study provides valuable insights into the potential of deep learning for classifying different types of rice and can be useful for applications such as quality control in rice processing industries and research in crop science. The large size of the dataset, 15,000 images for each type of rice, helped the deep learning system to learn the features of each type of rice, and increase the performance of the classifier. The attained overall accuracy of the proposed model (99.96%), Precision (99.96%), Recall (99.96%) and F1-score (99.96%). Thus, the proposed model proved that it leaned the five categories of rice and it can generalize these categories and it is effective. (shrink)

Abstract: The Knowledge-Based System for Diagnosing Breast Cancer aims to support medical students in enhancing their education regarding diagnosis and counseling. The system facilitates the analysis of biopsy images under a microscope, determination of tumor type, selection of appropriate treatment methods, and identification of disease-related questions. According to the Ministry of Health's annual report in Gaza, there were 7,069 cases of breast cancer between 2009 and 2014, with 1,502 cases reported in 2014. In an era dominated by visual information, where (...) 65% of the population are visual learners, the Knowledge-Based System serves as an effective tool to aid long-term information retention by utilizing visual and textual resources. The system features a user-friendly interface, enabling students to diagnose the disease and expand their understanding. Furthermore, it can be accessed via smartphones. The Knowledge-Based System comprises three primary components: Firstly, it provides specific patient-oriented questions to familiarize students with the questioning process. Secondly, it facilitates the analysis of biopsy sample images to determine their integrity and identify potential infections. Abstract: Context: grapevine leaves are an important agricultural product that is used in many Middle Eastern dishes. The species from which the grapevine leaf originates can differ in terms of both taste and price. Method: In this study, we build a deep learning model to tackle the problem of grape leaf classification. 500 images were used (100 for each species) that were then increased to 10,000 using data augmentation methods. Convolutional Neural Network (CNN) algorithms were applied to build this model (...) specifically using the pre-trained model on top of the VGG16 architecture. Then, dense layers were added to classify the output of the Convolutional layers and classify outputs to the five classes (species) the leaf belonged to. Results: It was found that feature extraction without fine-tuning the convolutional layers yielded poor results, about 86% accuracy, while training the whole network along with some data preprocessing gave the best results, about 99.45% accuracy on the testing dataset. Conclusions: The proposed CNN model is an effective one for the problem of classification of grape leaf species. (shrink)

The two important factors in science development are the social economy (gross domestic product, GDP) and freedom. In order to follow the development of science for both old Arabic-Islamic and Western civilizations, a statistical method is used to trace the variation of scientists' population with time. The analysis shows that: 1- There is a growth in Arabic-Islamic sciences for a period of three centuries (AD 700-1000). Then it is followed by period of declination. The decay time is about of eight (...) centuries. Major factor behind that decay in science activities and the block of the science thoughts may be attributed to religious thoughts domination, and cultural or thoughtful problems, in addition to the normal social problems like wars, disasters..etc. 2- The growth in western civilization started approximately in AD 1200 and remains in its growing. It looks that the wars, political problems have no serious effect in western sciences growth. The growth behaviour has a natural growth form. That may prove that, the secular society is quite perfect for such activities. For present time Arab-Islam societies have no distinguished contributions. The most important factor for that catastrophic retardation is the absence of the freedom of thought and believes. The obtaned curve has similarities with world GDP curve. (shrink)

This thesis focuses on the use of intelligent tutoring system for education and training of students specialized in electricity in the field of technical and vocational education. The use of modern systems in training and education will have a great positive impact in improving the level of students receiving training and education; this will improve the level of the local economy by producing students of professionals who are able to engage in society efficiently, especially for those who have specialized in (...) electricity. It is known that students in electrical specialties face many problems because of time and cost. Learning and training is not as easy as you imagine, so intelligence is how to overcome these limitations effectively. Motivating the Intelligent Tutorial System (ITS) for this type of training. This system consists of a student model, which in turn will contain lessons, exercises and examples that will be used by the student in addition to the user interface model which makes the teacher to be able to manage lessons, examples, and questions and make changes to the system. Expert System (ES) model representing the Artificial Intelligence (AI) here has been used to determine the level of the student and gives him the results, directions and levels. The program was implemented and was used by trainees to show the extent of its impact. The students expressed their surprise and admiration in this way of education as the system used focuses on individual education which can be used at any time and without restrictions. After this experience, the dedicated (ITS) system needs to be developed in several ways such as to be used on mobile systems and web systems in addition to linking some of the specialized programs in the field of electricity. This paper will explore an epistemic aspect of hope, namely hope’s relationship to knowledge. It has been taken for granted that people do not hope for things to occur that they know will occur. I will be giving an argument that hope and knowledge are compatible, and I will defend that argument against one primary objection. More specifically, I will argue that there are instances when an agent knows that p and still hopes that p.

Abstract: The aims of this study are to introduce acceleration methods that called relative and algorithmic acceleration methods, which we generally call Al-Tememe's acceleration methods of the second kind discovered by (Ali Hassan Mohammed). It is very useful to improve the numerical results of continuous integrands in which the main error is of the 4th order, and related to accuracy, the number of used partial intervals and how fast to get results especially to accelerate the results got by Simpson's (...) method. In this paper, we introduce the integer programming in neutrosophic environment, by considering coffecients of problem as a triangulare neutrosophic numbers. The degrees of acceptance, indeterminacy and rejection of objectives are simultaneously considered. The Neutrosophic Integer Programming Problem (NIP) is transformed into a crisp programming model, using truth membership (T), indeterminacy membership (I), and falsity membership (F) functions as well as single valued triangular neutrosophic numbers. To measure the efficiency of the model, we solved several numerical examples.

Regulatory enforcement is a multifaceted phenomenon that revolves around the concept of discretion of Street-Level Bureaucrats (SLBs). Discretion can be defined as the ability to freely decide how to deliver services to the clients/public. Regulations are enforced by the decisions made by bureaucrats when they interact with clients. By combining street-level bureaucracy and responsive regulation theories, this study is set to examine how different factors shape the discretion of street-level bureaucrats. This study is built on available literature pertaining to SLBs (...) and policy implementation to provide a comprehensive understanding of regulation enforcement in Malaysia. SLBs are the Labor Inspectors responsible for the enforcement of minimum wage in Malaysia. The study’s main contribution is examining how personal characteristics, internal organizational factors, and a multidimensional enforcement style shape the discretion of bureaucrats in Malaysia. The study’s main finding highlights that Labor Inspectors in Malaysia demonstrate a range of enforcement style dimensions when enforcing the minimum wage. The novelty of this thesis highlights two primary constructs; willingness to implement and client meaningfulness, and their importance in shaping policy implementation and its effect on street-level bureaucrats' behavior. These constructs are also likely contributing to the imperfect enforcement of the minimum wage policy. Furthermore, this study demonstrates that enforcement style consists of three dimensions; legal, facilitation, and accommodation. Finally, this study's empirical finding highlights that street-level bureaucrats' discretion is influenced by various factors that ultimately define the enforcement process. (shrink)

Abstract: This study aimed to identify the behavior of organizational citizenship in Palestinian Police Force between reality and expectations, and this study comes to study the reality of human resources and their organizational behavior in the police apparatus, which is the largest security services operating in Gaza Strip, so it is expected that this study will contribute to improving this This aspect will be reflected positively on serving the country and the citizen and achieving security and safety for them. The (...) study relied on the descriptive and analytical approach, using the questionnaire, and targeting a stratified random sample of (400) officers, who hold the rank of captain and above, from the study population of 1550 officers, and the study tool was distributed to the sample members in all departments and governorates Police in Gaza Strip. (353) questionnaires were retrieved, with a recovery rate of (88.3%), and they were analyzed using (SPSS) software. The study found that the organizational citizenship behavior was largely due to all its components. The study also showed that there are statistically significant differences between the respondents ’average response towards the organizational citizenship behavior due to the variables (type of administration, age group, job title, military rank, and years of service). The study recommended taking into account the interests of employees when making decisions and involving them in formulating them, explaining their justifications, and finally, the study recommended that organizational citizenship behavior be considered an organizational value that the police seek, and to create an organizational climate in which a sense of justice prevails, given its prominent role in stability, calm and discipline at work Thus, the elevation of the police institution and the achievement of its desired goals. In recent years there has been a number of promising technical and institutional developments regarding use of ontologies in industry. At the same time, however, most industrial ontology development work remains within the realm of academic research and is without significant uptake in commercial applications. In biomedicine, by contrast, ontologies have made significant inroads as valuable tools for achieving interoperability between data systems whose contents derive from widely heterogeneous sources. In this position paper, we present a set of principles learned (...) from the successful Open Biomedical Ontologies (OBO) Foundry initiative to guide the design and development of the Industrial Ontologies Foundry (IOF), which is a counterpart to the OBO Foundry initiative for the manufacturing industry. A population of breakthrough scientists is considered to trace the development of science in both old Arabic-Islamic and Western civilisations. A statistical method is used to trace variation in the scientist population over several centuries. The analysis shows that the following: 1) There has been growth in Arabic-Islamic sciences for a period of three centuries, which was then followed by a period of decline. The decay time is approximately eight centuries. 2) The growth of science in Western civilisation started in (...) approximately 1200 AD and continues to grow. We investigate a recently devised polyhedral semantics for intermediate logics, in which formulas are interpreted in n-dimensional polyhedra. An intermediate logic is polyhedrally complete if it is complete with respect to some class of polyhedra. The first main result of this paper is a necessary and sufficient condition for the polyhedral completeness of a logic. This condition, which we call the Nerve Criterion, is expressed in terms of Alexandrov’s notion of the nerve of a poset. It affords a purely combinatorial (...) characterisation of polyhedrally complete logics. Using the Nerve Criterion we show, easily, that there are continuum many intermediate logics that are not polyhedrally complete but which have the finite model property. We also provide, at considerable combinatorial labour, a countably infinite class of logics axiomatised by the Jankov–Fine formulas of ‘starlike trees’ all of which are polyhedrally complete. The polyhedral completeness theorem for these ‘starlike logics’ is the second main result of this paper. (shrink)

In this paper, we propose a new hybrid neutrosophic multi criteria decision making (MCDM) framework that employs a collection of neutrosophic analytical network process (ANP), and order preference by similarity to ideal solution (TOPSIS) under bipolar neutrosophic numbers. The MCDM framework is applied for chief executive officer (CEO) selection in a case study at the Elsewedy Electric Group, Egypt. The proposed approach allows us to assemble individual evaluations of the decision makers and therefore perform accurate personnel selection. In this paper I defend anti-realism about race and a new theory of racialization. I argue that there are no races, only racialized groups. Many social constructionists about race have adopted racial formation theory to explain how ‘races’ are formed. However, anti-realists about race cannot adopt racial formation theory, because it assumes the reality of race. I introduce interactive constructionism about racialized groups as a theory of racialization for anti-realists about race. Interactive constructionism moves the discussion away from the dichotomous (...) (social vs. biological) metaphysics that has marred this debate, and posits that racialized groups are the joint products of a broad range of non-racial factors, which interact. (shrink)

There seem to be many kinds of moral duties. We should keep our promises; we should pay our debts of gratitude; we should compensate those we’ve wronged; we should avoid doing or intending harm; we should help those in need. These constitute, some worry, an unconnected heap of duties: the realm of commonsense morality is a disorganized mess. In this paper, we outline a strategy for unifying commonsense moral duties. We argue that they can be understood in terms of contact (...) with value. You are in contact with a value when you are manifest in it or when it is manifest in you. You have reason to get in contact with the good and avoid contact with evil. And when you’re in contact with a value, the weight of the reasons it grounds are amplified for you. Cloud computing (ClC) has become a more popular computer paradigm in the preceding few years. Quality of Service (QoS) is becoming a crucial issue in service alteration because of the rapid growth in the number of cloud services. When evaluating cloud service functioning using several performance measures, the issue becomes more complex and non-trivial. It is therefore quite difficult and crucial for consumers to choose the best cloud service. Hence, this study attempts to achieve this objective through construction. decision-making framework so-called cloud services evaluator (CSsEv). The main indicator and its sub-indicators are formed as nodes at levels(n) in tree soft sets (TSSs). Thereafter Single Value Neutrosophic Sets (SVNSs) as branch of neutrosophic sets which conjunction with the Multi-Criteria Decision Making (MCDM) technique to facilitate analysis and evaluation process for the available Cloud services providers. Hence, entropy is employed to obtain indicators and sub_indicators weights and Complex Proportional Assessment utilizes these weights to facilitate the decision process of selecting optimal ClSPs. Street-level bureaucrats are a fundamental part of the implementation process of any policy. This study provides an examination of the factors that shape the behavior of street-level bureaucrats at the frontlines of policy implementation. This study investigates how rebelliousness generates an impact on the discretion of street-level bureaucrats and to what extent client meaningfulness plays a moderating factor. It utilizes a survey questionnaire distributed among inspectors of the Department of Labor in the Ministry of Human Resources of Malaysia (n=241). The (...) result of this study demonstrates that rebelliousness has a negative relationship with discretion, and client meaningfulness has a direct positive correlation with discretion. However, the relationship between rebelliousness and discretion is stronger with a high level of client meaningfulness. The objective of this study is to examine street-level bureaucrat behavior through the lens of Lipsky's theory which will provide an answer to the broad question of the factors that contribute to the existence of an imperfect implementation process. This study sheds light on the importance of client meaningfulness in moderating the behavior of street-level bureaucrats while interacting with inspectees. The novelty of this study is by highlighting two main constructs that are likely contributing to the implementation process by directly and indirectly impacting bureaucrats’ discretion: rebelliousness, and client meaningfulness. It is commonly held that political ignorance is rational, a response to the high costs and low benefits of acquiring political information. But many recent critics of the claim that political ignorance is rational instead urge that it is a simple consequence of agents not concerning themselves with the acquisition of political information whatsoever. According to such critics, political ignorance is inadvertent radical ignorance rather than a rational response to the incentives faced by agents in democracies. And since political ignorance (...) is not a response to incentives, these critics urge, it cannot be ameliorated by incentivizing the acquisition of political information. This paper has two goals. First, I show that these seemingly competing accounts of political ignorance are in fact complementary, together explaining much political ignorance. Indeed, there is a sense in which political ignorance can be both rational and radical at the same time. Second, I more closely examine the relationship between incentives, kinds of political ignorance, and the acquisition of political information. On the one hand, from the fact that political ignorance is rational it does not follow that it can be overcome by incentivizing the acquisition of information. On the other hand, from the fact that political ignorance is radical it does not follow that it cannot be overcome by incentivizing the acquisition of information. Lastly, the complexity of the information in question is more relevant to determining whether ignorance can be overcome than whether such ignorance is rational or radical. (shrink)

Recent progress in artificial intelligence (AI) has drawn attention to the technology’s transformative potential, including what some see as its prospects for causing large-scale harm. We review two influential arguments purporting to show how AI could pose catastrophic risks. The first argument — the Problem of Power-Seeking — claims that, under certain assumptions, advanced AI systems are likely to engage in dangerous power-seeking behavior in pursuit of their goals. We review reasons for thinking that AI systems might seek power, that (...) they might obtain it, that this could lead to catastrophe, and that we might build and deploy such systems anyway. The second argument claims that the development of human-level AI will unlock rapid further progress, culminating in AI systems far more capable than any human — this is the Singularity Hypothesis. Power-seeking behavior on the part of such systems might be particularly dangerous. We discuss a variety of objections to both arguments and conclude by assessing the state of the debate. (shrink)

Experimental research suggests that people draw a moral distinction between bad outcomes brought about as a means versus a side effect (or byproduct). Such findings have informed multiple psychological and philosophical debates about moral cognition, including its computational structure, its sensitivity to the famous Doctrine of Double Effect, its reliability, and its status as a universal and innate mental module akin to universal grammar. But some studies have failed to replicate the means/byproduct effect especially in the absence of other factors, (...) such as personal contact. So we aimed to determine how robust the means/byproduct effect is by conducting a meta-analysis of both published and unpublished studies (k = 101; 24,058 participants). We found that while there is an overall small difference between moral judgments of means and byproducts (standardized mean difference = 0.87, 95% CI 0.67 – 1.06; standardized mean change = 0.57, 95% CI 0.44 – 0.69; log odds ratio = 1.59, 95% CI 1.15 – 2.02), the mean effect size is primarily moderated by whether the outcome is brought about by personal contact, which typically involves the use of personal force. The biological race debate is at an impasse. Issues surrounding hereditarianism aside, there is little empirical disagreement left between race naturalists and anti-realists about biological race. The disagreement is now primarily semantic. This would seem to uniquely qualify philosophers to contribute to the biological race debate. However, philosophers of race are reluctant to focus on semantics, largely because of their worries about the ‘flight to reference’. In this paper, I show how philosophers can contribute to the debate without taking the (...) flight to reference. Drawing on the theory of reference literature and the history of meaning change in science, I develop some criteria for dealing with cases where there is uncertainty about reference. I then apply these criteria to the biological race debate. All of the criteria I develop for eliminating putative kinds are met in the case of ‘race’ as understood by twentieth century geneticist Theodosius Dobzhansky and his contemporary proponents, suggesting that we should eliminate it from our biological ontology.
